Negative or positive inner layer

Reason of pending review: The L2 layer is full of individual pads, is this layer negative or positive? If positive, we will make it as blank layer; if negative, then it will be made as full copper pour.

Suggestion: if the layer L2 is a positive layer, you can just leave it as empty layer and you can tell us you want to make boards without this layer; if the layer L2 is negative layer, you can design a layer with full copper pour, then we will know your design purpose.
